Every year Central Connecticut State University releases a list of the top ten most literate cities with population above 250,000 in the United States.  The top four cities from 2010 remain unchanged in rank for 2011.  Washington, DC comes in first followed by Seattle, Minneapolis, and Atlanta.  Boston, which didn't make the top ten in 2010, rounds out the top five for 2011.

To determine a city's literacy, six factors are examined.  They are newspaper circulation, number of bookstores, library resources, periodical publishing resources, educational attainment, and internet resources.  The data for 2011 included eBooks for the first time.

Rankings from over the years can be seen at Central Connecticut State University's America's Most Literate Cities website.
